Process for developing NDC 

The updated NDC describes the general avenues for institutional interaction between government and civil society, which takes place through the Brazilian Forum on Climate Change. However, there is no mention of how much civil society had the opportunity had to weigh in on this NDC. It simply states that the current NDC is based on experiences and lessons learned from developing the 2015 INDC.

Description of Monitoring and/or Implementation Mechanism 

The NDC states that Brazil will use the 2006 IPCC guidelines to update its national inventories and account for the gas emissions covered by the NDC. Its Biennial Transparency Reports will also apply specific assumptions and methodologies to assess progress related to NDC implementation.

All policies, measures and actions to implement Brazil's NDC are carried out under the National Policy on Climate Change (Law 12,187/2009), the Law on the Protection of Native Forests (Law 12,651/2012, hereinafter referred as Forest Code), the Law on the National System of Conservation Units (Law 9,985/2000), related legislation, instruments and planning processes. The Government of Brazil is committed to implementing its NDC with full respect to human rights, in particular rights of vulnerable communities, indigenous populations, traditional communities and workers in sectors affected by relevant policies and plans, while promoting gender-responsive measures.
