Process for developing NDC 

There were various stages of review for this update, starting with a workshop launch and subsequent technical dialogues with agencies such as the Ministry of Agriculture and Ministry of Environment. The draft was published for public feedback online and was validated by national authorities at a national consultation workshop in December 2020. This activity was conducted with the participation of all relevant stakeholders, such as representatives from government, academia, civil society organizations, private entities, and business associations.

Description of Monitoring and/or Implementation Mechanism 

The updated NDC targets are to be achieved through the National Development Strategy to 2030, the Economic Development Plan compatible with Climate Change (DECC Plan), with the NDC Action Plan serving as a guide for implementation. The NDC Action Plan will be updated in the first quarter of 2021 and every three years thereafter, so as to incorporate mitigation options that correlate to the most accurate reduction commitments in the updated NDC.

Summary of gender reference 

Gender is heavily referenced throughout this updated NDC. The UNDP’s 2018 Gender and Climate Action Plan was taken into account for this update, and inclusion and equity are considered cross-cutting elements of climate action to achieve the updated NDC. Applying a gender perspective is listed in Dominican Republic’s adaptation priorities, including through training and education, when assessing water resources, and the country’s transportation system. Gender is mentioned in component 4 of Dominican Republic’s update (Climate Empowerment Action). In the public participation section of this component, a goal is to create a gender-balanced citizen consultation council on climate change that will ensure a forum for public participation when developing climate change policy instruments.

Component 5 of this update (cross-sectional elements) mentions Dominican Republic’s main gender plans. The first, the Gender and Climate Change Action Plan of the Dominican Republic, promotes gender equality through including gender in the decisions of climate change summits and national climate change policies. There is also the National Plan for Gender Equality and Equity 2030, which establishes gender mainstreaming based on constitutional provisions. This Plan details seven themes: Education for equality, women’s comprehensive health, economic autonomy, citizenship, democracy and social and political participation, gender equality and the environment (focusing on climate change), gender violence against women, and digital technologies for women’s autonomy. Goals of component 5 are to promote the implementation of such actions in this national Gender Action Plan within the country’s prioritized sectors, and to develop methodological tools to incorporate a gender equality approach into various national and local planning instruments which are primarily related to the environment, climate change adaptation and risk management.

Process for developing NDC 

Planning processes will be based on the National Development Strategy (NDS), the National Policy on Climate Change, the Climate-Compatible Development Plan (CCDP), and the National Adaptation Plan of Action (NAPA-DR). These instruments articulate public policy on strategic areas where indicators have been established for the decarbonization of the economy and society, and relevant aspects for effective climate change adaptation. Furthermore, multi-sectoral consultations have identified specific actions for climate change adaptation and mitigation.

Summary of gender reference 

Women as vulnerable group and as agents/drivers of change: Aware that climate change will impact vulnerable groups of people in different ways, the gender perspective is a crosscutting issue in the national development model. Therefore, the role of women as agents of change is recognized, and their participation is encouraged in the transformation of society towards a low-carbon and resilient development.

The NDS articulates strengthening human resources, with emphasis on youth and future generations.
