Introduction

About

The Gender Climate Tracker seeks to track gender-responsive climate action globally, particularly in relation to the implementation of the United Nations climate policy. The GCT provides easy, on-the-go access to key statistics, policies, and research related to gender and climate for the community of advocates, practitioners, and decision-makers who recognize the interlinkages between gender and climate change, as well as tracks implementation of gender-climate action under the UN Framework Convention on Climate Change (UNFCCC).

Why Gender and Climate Change

In every society, women and men have distinct socially constructed roles and responsibilities, needs and knowledge, and experience and expertise, all of which must be understood and integrated as essential components of effective climate change action.

Introduction

Purpose

This section includes all official UNFCCC decisions that contain a reference to gender to support decision-makers, negotiators, and advocates in mapping current decisions and identifying gaps, i.e. key entry points for strengthening concepts and text. It provides negotiators rapid access to agreed UNFCCC language on gender equality, giving delegates a good basis for strong argumentation. This mapping further serves to support users in more effectively monitoring the implementation of gender-sensitive climate change policies and actions at all levels.

Quick Analysis

Quick Analysis of Gender in UNFCCC Decisions

Looking at the data, significant progress toward, and gaps remaining for, gender-sensitive climate policy are evident:

  • Out of current decisions that reference gender, while many explicitly refer to gender balance and enhancing women’s participation on boards and bodies, the majority now reference or use a gender-mainstreaming approach.
  • Adaptation is so far the area in which the most robust gender-sensitive language has been integrated.

Quick Analysis

Since we began tracking the data in 2008, there has been an increase in women’s participation in the process, both in overall participation and at the highest levels of decision-making. This long-term progress can be attributed to various factors:

Introduction

“The effects of gender imbalance amongst decision-makers go beyond headline statistics. The lack of power and influence wielded by women in public and political life is undermining progress towards a world where poverty is eradicated and men and women are able to build sustainable and secure futures for themselves and their families.” - VSO (2015) Women in Power: beyond access to influence in a post-2015 world

Guide to the GCT

Guide to the GCT

The GCT is composed of three central components:

46 Country Profile (NDC)

Afghanistan

Afghanistan is ranked among the most vulnerable countries in the world to the adverse impacts of climate change. The majority of Afghanistan’s population relies directly or indirectly on the available natural resources for their livelihoods so with these climatic changes the foundation of the country’s economy, stability, and food security is under threat.

Afghanistan
47 Country Profile (NDC)

Albania

Developing country with low total GHG emissions.

Albania
48 Country Profile (NDC)

Algeria

Algeria is a developing country highly vulnerable to the effects of desertification, vulnerable to the effects of climate change on social and economic development (i.e., agricultural sector and rural migration), all very much important to the population, in particular youth. Low GHG emitter, vulnerable to international oil prices (recently lowered), but with natural gas reserves and a carbon sink denominated the “great green dam”.

Algeria
49 Country Profile (NDC)

Andorra

Andorra is a developing country heavily reliant on the tourism sector. Andorra’s mitigation efforts concentrate on the energy and waste sectors; noting, climate change could make the country vulnerable to side-effects on health, natural hazards, production of hydropower, agriculture, biodiversity.

Andorra
50 Country Profile (NDC)

Angola

Angola is a developing country extremely vulnerable to climate change impacts such as drought and floods. The Angolan economy has been hit hard by the impact of climate change expressed as prolonged drought, damaging flash floods, forest fires, reduced crop production, reduced water resources, impacted fishing resources, etc. Many of the economic sectors of Angola have been impacted by climate variability in the last thirty years.
