Relevant context 

Latin American country that is one of the most developed in the region, but is highly vulnerable to the impacts of climate change

Process for developing NDC 

Process was said to be participatory, extensive, and one that involved the gathering of opinions and proposals through public consultation. Meetings on the update addressed the range of perspectives and visions at a national level. Moreover, Chile’s Ministry of Environment, Energy, Finance, Foreign Affairs and various sectoral ministries created a long-term projection to establish a roadmap for reaching GHG neutrality by 2050. This updated NDC is said to emerge as an intermediate milestone for this work and identifies the results of planning towards 2030 consistent with its long-term vision.

Description of Monitoring and/or Implementation Mechanism 

Implementation Measures Component “groups all the necessary commitments to reach the previously identified targets and goals” in mitigation, adaptation and integration. The implementation measures have been grouped in three subcomponents:  1) Capacity building and strengthening, 2) Technology development and transfer and 3) Climate finance. 

Summary of gender reference 

Chile’s NDC incorporates a gender approach in all policies, programmes, climate change plans and actions.

As part of the capacity-building strategy, Chile outlines:

  • The design and implementation of the NDC must consider a fair allocation of charges, costs and benefits, with a focus on gender and special emphasis on sectors, communities and ecosystems vulnerable to climate change;
  • During the implementation phase of the NDC, existing studies and analysis on climate vulnerability and risk in Chile will be updated and expanded to address relevant threats, considering gender in the approach. Those studies will serve as key inputs for the design of adaptation measures;
  • By 2025, assessments of climate change risk to vulnerable groups nation-wide will be carried out, with a special focus on indigenous peoples, poverty and gender;
  • Forests are intimately linked to the cross-cutting elements of the NDC in terms of adaptation: i) Water security; ii) Disaster Risk Reduction; iii) Inclusion of vulnerable groups, with a special focus on gender; and iv) Nature-based solutions.

Analysis of Original NDC

Timeframe

Relevant context 

Chile is highly vulnerable to Climate Change, with an increase in the frequency and magnitude of extreme events, such as droughts and floods expected. Adaptation has been identified as one of the main axis of Chile’s Climate Change strategy, so as to minimize the threats to its social and economic development.

Process for developing NDC 

- Precursors to the INDC include the National Climate Change Action Plan 2016-2021, which is currently being prepared with a cross-sectional integrated approach to mitigation, adaptation and capacity building, which aims at implementing actions and allocating mitigation responsibilities. - In the process of adaptation to Climate Change, it is key for all relevant players, particularly the sub-national governments and the citizens, to become involved (with a decentralized perspective and seeking to integrate efforts among the different decision-making levels (national, regional, and municipal).

Description of Monitoring and/or Implementation Mechanism 

The National Forestry Corporation (CONAF) and the Forestry Institute (INFOR) are working on the corresponding Monitoring, Reporting and Verification (MRV) tools will be used to assess compliance with the commitments of the ‘Use of the land, change of use of the land and forestry’ (LULUCF) sector. Furthermore, the National Forestry Corporation (CONAF) is implementing the National Climate Change and Vegetation Resource Strategy.For the implementation of the lines of action described in the INDC, in addition to the national funds allocated for this effect, Chile will also seek international financing mechanisms.

Summary of gender reference 

No mention of women or gender, but makes reference to the social consequences of climate change, stating they require a joint effort by the Government, the private sector and civil society, because it takes its deepest toll on the most vulnerable sectors of the population and is, thus, a factor which enhances social inequality. Therefore, it is important to adopt perspectives which allow to counteract such effects, including the protection and promotion of all the human rights potentially undermined by this phenomenon.
