Process for developing NDC 

A participatory approach was utilized in updating Mozambique’s NDC. This involved “the public and private sectors, including civil society and academia, [and] technical assistance from various international partners.”

Description of Monitoring and/or Implementation Mechanism 

The document estimates that the various identified “adaptation, mitigation and cross-cutting actions, measures, projects and policies” will require a total investment demand from 2020 to 2025 of around USD 7.586 billion.” Several documents were also incorporated in the update, including the Mozambique National Strategy for Climate Change (ENAMMC), the Technological Action Plan, the Local Adaptation Plans, the Second National Communication of Mozambique, and other strategic documents.

Summary of gender reference 

Gender is mentioned twice in Mozambique’s Updated NDC.

Under the section describing Mozambique’s planning process for this NDC, a Climate Action Enhancement Package was mentioned. This served as a tool to address gaps in the NDC Operationalization Plan of 2020, which lacked relevant information to measure, monitor, report and verify what actions needed to be taken, as well as what support was needed. The Climate Action Enhancement Package allowed Mozambique to strengthen gender sensitivity in the country’s NDC actions, among other things.

Gender is also specified as a sector under Mozambique’s National Monitoring, Reporting and Verification (MRV) system.

Process for developing NDC 

The NDC formulation process started with the compilation of the strategic action proposed in the adaptation and risk reduction pillar of the National Climate Change Adaptation and Mitigation Strategy (NCCAMS), and other climate change studies done as well as the legal ordinances. This resulted in the preliminary version of the document that served as a basis for the consultations at the provincial level and at the central level, in the Technical Council of the National Council for Sustainable Development (CONDES), and with other different stakeholders as the civil society, private sector representatives and governmental institutions. This process ended with the realization of the Forum to debate the validation of the NDC and afterwards with its approval by the Council of Ministers and subsequent submission to the UNFCCC’s Secretariat.

Description of Monitoring and/or Implementation Mechanism 

The Institutional Arrangements established to implement and MRV the Mitigation component of the NDC are those established by the NCCAMS and operationalized by the National System to Monitor and Evaluate Climate Change.
