Process for developing NDC 

During the course of finalizing the NDC, there were various “stakeholder consultations and reviews of ongoing initiatives, partnerships and programmes in various sectors,” with efforts to ensure the document would be aligned with all the country’s strategies, plans and visions.

Description of Monitoring and/or Implementation Mechanism 

In addition to Namibia’s already existing climate change plans and policies, the Namibia NDC Partnership Plan identifies priority areas to implement the NDC. This Plan “takes ongoing action into account, but, more importantly, looks to the future for development partners to deliver on their responsibility in supporting the global south to fight climate change.”

Summary of gender reference 

Gender is mentioned in the NDC's section on adaptation, as a crucial and cross-cutting area that is addressed within the NDC and is prevalent throughout many sectors.  The conduct of detailed baseline gender and youth climate assessments and evaluations shall also form part of the NDC’s implementation. Moreover, “informed capacity building and planning for gender and youth-oriented climate actions and just transition training will be carried out.”  Moreover, Namibia acknowledges the women's unequal access to capital, productive land, and services in the agricultural sector, and thus highlights the importance of addressing these gender issues.

Gender is also mentioned under Namibia’s NDC MRV system, which details stakeholders and their roles in climate management. These stakeholders include the country’s Environmental Investment Fund, which has a role in “supporting the protection of the environment, its biological diversity and ecological life-support functions,” and whose gender policy specifically focuses on contributing to better health for men and women through “health research, policies and programmes which give due attention to gender considerations and promote equity and equality between women and men.” Also mentioned as a stakeholder is the Red Cross Society, as it is tasked with supporting gender-responsive disaster management.

Process for developing NDC 

Wide stakeholder consultation is current practice in the country when it concerns national issues such as mitigation of GHGs which is the cause for global warming and the resulting climate. Stakeholders included the parliamentarians, ministries, government departments, city councils, the private sector, NGOs, CSOs, the academia and the communities. There has been one on one consultations and group meetings as the situation dictates to end up with national workshops for developing the NDC, validating it and buy in the participation of all in its implementation.

Description of Monitoring and/or Implementation Mechanism 

The multi-sectoral National Climate Change Committee will oversee the implementation and coordination of sector-specific and cross-sectoral NDC activities while also providing advice and guidance on them. The NCCC will report to Cabinet through the NPC while the Parliamentary Standing Committee on Economics, Natural Resources and Public Administration which usually advises Cabinet on relevant policy matters will do so for the INDC also. The MET, which is responsible for all environmental issues in the country and is also the National Focal Point to the UNFCCC will report on NDC activities to the UNFCCC. Met will also monitor, track and follow COP decisions on NDCs, including funding possibilities and transmit these to the concerned institutions. Sectoral activities will rest with the respective Ministries through their concerned Directorates.
