Analysis of Updated NDC
Timeframe

Relevant context 

Côte d’Ivoire, an agrarian country in the West African region, is extremely vulnerable to the climate emergency. The change in rainfall patterns and rising temperature are negatively impacting its agriculture productivity and food security, causing water shortage, and increasing the risk of air- and water-related diseases among its citizens. This updated NDC presents a slightly higher ambition for GHG emissions reduction compared to the 2015 first NDC, that is 30.41% vs. 28.25%. This NDC also aims to reduce short-lived climate pollutants (SLCPs) in order to improve air quality and public health, improve the nation’s adaptive resilience as well as accelerate the reforms of its forestry, land and energy sectors to effectively fight against climate change and poverty.

Process for developing NDC 

The Ivorian Government has identified climate change as a national priority, establishing as a priority in the National Development Plan 2021-2025 the “to fight against climate change.” The process for formulating this updated NDC commenced in February 2020, and involved inclusive participation and consultations with strategic national stakeholders (e.g., key ministries, local authorities, civil society and the private sector). A review process of the implementation of the first NDC was carried out and the weaknesses identified were taken into consideration when developing this NDC.

This updated NDC is in coherence with the national strategies and sectoral strategic plans. As such, this NDC serves as a tool to help identify and assess the needs and means for integrating climate actions into sectoral plans and policies. This NDC also incorporates cross- cutting issues such as green jobs and just transition, gender, local and regional authorities, and SLCPs. Synergies with the SDGs were underscored for all the climate actions, including for SDG 5 (gender equality).

Description of Monitoring and/or Implementation Mechanism 

The Ministry of Environment and Sustainable Development (MINEDD) is responsible for the implementation of NDCs. The implementation of this updated NDC will be guided by an investment plan and resource mobilization strategy, a partnership plan, and a communications strategy. The National Adaptation Plan (NAP), which will be ready by 2022, will complement the adaptation component of this NDC. Also, civil society organizations are identified as one of the key stakeholders in the implementation of this NDC. The review of the first NDC implementation identified as a key weakness the “impossibility of monitoring and evaluating the initiatives implemented.” Thus, for the implementation of this updated NDC, a monitoring and evaluation framework will be developed where there will be three levels of monitoring, that is political, technical  and administrative.

Summary of gender reference 

The climate policy of Côte d’Ivoire prioritizes the resilience of the most vulnerable groups (e.g., women and young people) through the creation of green jobs and financing. Women are considered vulnerable due to their gender roles and economic disadvantages. Moreover, it was explicitly mentioned that pregnant women and menopausal women are more affected by the increased heat waves compared to men, and that forest fires and increased soil degradation will hinder women’s access to arable land, thus reinforcing gender inequalities.

In 2019, a National Gender and Climate Change Strategy (2020-2024) was developed by the MINEDD. In 2021, the MINEDD and the Minister of Women, Family and Children signed a Memorandum of Understanding (MoU) on gender and climate change with the aim to “strengthen the advocacy process for the systematic integration of gender and climate nexus into sectoral planning, strategic and policy documents at national level. As one of the cross-cutting areas in the implementation of this NDC, gender is incorporated across all the identified priority sectors. The objective is to analyze: (i) for mitigation, the differentiated responsibilities of men and women in GHG emissions and/or reduction mechanisms; and (ii) for adaptation, the differentiated situation of men and women in relation to vulnerability risks and impact chains, in order to strengthen the gender component of the NAP. Also, it was mentioned that gender integration could “significantly improve climate governance, particularly in rural areas.”

The developing nation of Cote d'Ivoire has had political and military crises for the past decade but aims to achieve industrialization.

Process for developing NDC 

Côte d'Ivoire has established the National Climate Change Programme (NCCP) in 2012 to coordinate, propose and promote policies and a National Strategy for Fight against Climate Change 2015-2020 was adopted in late 2014.

Description of Monitoring and/or Implementation Mechanism 

Plans for implementation, monitoring and evaluation means include the creation of an Interministerial Committee on Climate Change (IPCC) and a Secretariat for the same, anchored by the Ministry of the Environment, Urban Safety and Sustainable Development and responsible for technically supporting the CICC in the planning, coordination of implementation, monitoring and evaluation of INDC and with a clear roadmap wedged on the periodically.
