Timeframe 

2022 – 2030

Relevant context 

Tuvalu is the world’s second lowest-lying country; the highest elevation being less than 5 meters above sea level. Sea level rise due to frequent and intensified storms, king tides and floods is a serious threat to this Small Island Developing State (SIDS) and Least Developed Country (LDC). 

Similar to its first NDC, this updated NDC focuses only  on mitigation. The update includes: (i) reduction of GHG emissions from electricity (power) sector to almost zero emissions by 2030, (ii) 30% increase in energy efficiency in Funafuti Atoll island, (iii) reduction of GHG emissions in the entire energy sector to 60% below 2020 levels by 2030, and (iv) zero carbon development pathway by 2050.

Process for developing NDC 

This updated NDC was developed taking into consideration Tuvalu’s National Climate Change Policy 2021-2030 and National Climate Change Policy 2012-2021, the National Strategic Plan (NSAP) 2012-2016, the Recovery and Vulnerability Reduction Plan 2015, the Infrastructure Strategy and Investment Plan (TISIP) 2016-2025, the National Strategy for Sustainable Development 2021-2030, and the Second National Communication.

Description of Monitoring and/or Implementation Mechanism 

There is no mention of monitoring and evaluation in this NDC. 

A NDC Implementation Roadmap has been developed, however, no description of this roadmap is provided in this updated NDC.

Process for developing NDC 

Tuvalu adopted an all-inclusive process of engaging relevant stakeholders through bilateral consultations and workshops. The first workshop involving Key Departments and Ministries provided much needed awareness about NDCs and the provision of additional data/information. It strengthened the whole-of-government process by providing national ownership of the NDC, as well as helped realise the synergies between other processes included National Communications, National Energy Policy, National Strategic Action Plan for Climate Change and DisasterRisk Management (2012-2016), Master Plan for Renewable Energy and Energy Efficiency in Tuvalu (2012-2020), National Strategic Plan and externally funded development projects in related areas. Second national consultation was used for the validation of the proposed targets contained in Tuvalu's NDC, before it was presented for approval by National Advisory Council on Climate Change (NACCC) and endorsement by Cabinet prior to its submission to UNFCCC.
