Process for developing NDC 

Malaysia’s Updated NDC was developed through consultations with working groups from inter-ministerial agencies, NGOs, the private sector, and academia. The National Steering Committee on Climate Change endorsed the update and the Malaysian Cabinet approved it.

Description of Monitoring and/or Implementation Mechanism 

Malaysia is developing a National Adaptation Plan (NAP), and also utilizes the Twelfth Malaysia Plan (2021-2025). The country is also crafting its Long-term Low GHG Emission Development Strategies (LT-LEDS).

Summary of gender reference 

In an Annex discussing adaptation strategies, the Sendai Framework on Disaster Risk Reduction cited, as a means to reduce loss and damage. In this section, Malaysia commits to “continue to be more inclusive and mainstream gender, youth and vulnerable groups in adaptation and disaster risk reduction programs.”

Process for developing NDC 

The NDC was developed through participatory process through an inter-ministerial/agencies working group. Stakeholder consultations were conducted to obtain inputs on possible measures to reduce greenhouse gas emissions. The projected outcomes from the 11th Malaysian Development Plan and a range of listed policies and plans form the basis for the development of this NDC.
