Process for developing NDC 

The UK’s update was prepared with the guidance of the Climate Change Commission, and was informed by meetings with NGOs, civil society, and business groups.

Description of Monitoring and/or Implementation Mechanism 

The many policies already in place, as well as others that have yet to be developed, will contribute toward the UK achieving its NDC. For example, the country’s Ten Point Plan will help create and support 250,000 green jobs in the economy and unlock three times as much private sector investment by 2030. Moreover, the UK intends on publishing its national strategy to achieve net zero emissions by 2050.

Gender is referenced in the annex with more details on the NDC, on whether its policies were made in a gender-responsive manner. Here, the UK emphasized the importance of gender equality and women’s empowerment, and more specifically, that it considers these issues in its decarbonization policies, ensuring women’s participation in offshore wind and nuclear sectors.  The UK also supports gender balance programs and is sponsoring the Institute of Physics to deliver the Improving Gender Balance research trial.

Analysis of Original NDC

Relevant context 

The 28 Member States of the European Union submitted an NDC on behalf of Latvia and the European Commission. They are committed to the agreement from the Paris Conference in December 2015 in line with the below 2°C objective. The main sectors under coverage for the EU’s NDC are energy, industrial processes and product use, agriculture, waste, and, land use, land-use change and forestry (set out in Decision 529/2013/EU).

Process for developing NDC 

The NDC has been prepared through consultation and dialogue with the Government’s Advisory and Technical Committees, which include a range of stakeholders including line ministries, Planning Commission, technical departments, professionals, experts, and the private sector.

The EU and its Member States note a commitment to a binding target of an at least 40% domestic reduction in GHGs by 2030 compared to 1990, to be fulfilled jointly, as set out in the conclusions by the European Council of October 2014.

Policy on how to include Land Use, Land Use Change and Forestry into the 2030 greenhouse gas mitigation framework will be established as soon as technical conditions allow and in any case before 2020.
