Description of Monitoring and/or Implementation Mechanism 

To align implementation with the Enhanced Transparency Framework (ETF) under the Paris Agreement, "Cabo Verde will enact dedicated legislation covering comprehensive monitoring, reporting and evaluation of GHG data, mitigation and adaptation actions, and defining a cross-institutional climate governance framework." A Climate Finance Strategy and Roadmap by 2022 will also inform how to "incentivize domestic investments and how to direct funding from international public, private and philanthropic sources for use in different project preparation and financing stages."

Summary of gender reference 

Gender is mentioned numerous times throughout Cabo Verde’s updated NDC, as builds on its initial commitments, including in climate justice and gender equality, among others. The update covers the energy, water, land use and agriculture, blue economy and tourism sectors, and ambitions specific to gender are highlighted in some of these areas.

For example, by 2030, Cabo Verde aspires to install core resilience functions, such as gender and disaster sensitive access to water, operationalize its Action Plan for Gender and Energy, and support local businesses and economic opportunities for women in the renewable energy field. Its adaptation measures also include developing a gender analysis for the blue economy by 2022 and identifying priority gender-specific actions. They target that 40 percent of employment in the blue economy will be comprised of women by 2030.

Cabo Verde’s shortfalls in gender are also mentioned. The update acknowledges that the connections between gender and climate policy and planning are not yet adequately "established or institutionalized" in the country. Moreover, analyses and data on gender and climate linkage are limited in scope, mainly focusing on economic and social gender equity.

Planned measures for climate-empowering women and reducing their vulnerabilities include the following:

  • Assessments about climate effects on vulnerable groups, distinguishing between gender among other factors;
  • Integration of climate issues into updated gender equality plans and strategies;
  • Through the National Institute for Gender and Equity, efforts to define climate policy-specific needs, targets, and indicators on gender-climate mainstreaming for all industries and government offices;
  • Efforts to define and/or clarify the mandates of various institutions regarding gender and climate actions, including through the appointment of a National Gender and Climate Change Focal Point;
  • Presentation of gender-differentiated and disaggregated data in the country’s NAP preparation, identifying gaps, needs, and opportunities for various sectors of the population, including vulnerable groups;
  • Preparation of an annual report on progress in empowering vulnerable groups in climate action and the effects of gender-sensitive climate policy creation and implementation.
