There is a generic mention that FSM is committed to a gender-responsive approach in its national and sectoral climate actions, including gender balance in the design, planning and implementation of climate action. The NDC has a section dedicated to gender that highlights the FSM’s National Gender Policy and its specific goals, including “better representation of women in decision-making.” 

In addition, the FSM created a  Gender Action Plan (GAP) to  guide the collection of gender data and gendered reporting for the Third National Communication (TNC) and First Biennial Update Report (FBUR). The NDC states that including this gender dimension in the TNC and FBUR will provide “vital  information about differential access to available resources and the influence  of  broader socioeconomic and cultural conditions.” 

Among the eight core areas in this updated NDC—namely, energy security, short-lived climate pollutants, food security, water security, ecosystems management, resilient transport systems, public health, and emergency management and response--SDG 5 (gender equality) is only identified as a relevant SDG in the energy security area, specifically underneath energy efficiency by the creation of “capacity building program focused on increasing the number of women working in the energy sector.”
