Process for developing NDC 

The preparation of the updated NDC employed an inclusive and open process, with opportunities to have discussion between, and comments from, stakeholders and the public at all stages. An Analytical Review of the NDC was also conducted in order to ensure broad communication with all stakeholders. For the review of Ukraine's first NDC, its national government collaborated national and international experts. A Working group under the Ministry of Environmental Protection and Natural Resources was also set up, with representatives from relevant Ministries, Parliament Committees, scientific institutions, business associations and NGOs. This working group convened five times between February 2019 to November 2020 to present and collect comments on input data, preliminary modeling results and final documents.

All reports were made available on the Ministry’s website and can be accessed by the public. Twenty additional meetings were also held with main sectoral stakeholders to analyze modelled scenarios and allow them to weigh in on possibilities to reach GHG emission reduction targets and obtain necessary investments.

Description of Monitoring and/or Implementation Mechanism 

Ukraine utilizes the IPCC 2006 Guidelines to prepare its National GHG Inventory. Furthermore, plans and acts have been adopted and are expected to aid in Ukraine achieving its NDC, as follows:

  • Concept and Action plan for state climate change policy implementation until 2030;
  • Low emission development strategy of Ukraine till 2050;
  • Law of Ukraine “On basics of monitoring, reporting and verification of GHG emissions;
  • Law of Ukraine “On ozone depleting substances and fluorinated greenhouse gases”;
  • Energy Strategy of Ukraine until 2035;
  • National Transport Strategy of Ukraine until 2030;
  • National Waste Management Strategy of Ukraine until 2030;
  • National Economic Strategy until 2030.

The updated NDC also recognizes that in order to implement “current and planned policies and the necessary transformations,” Ukraine will need international climate finance.

Summary of gender reference 

A gender analysis was conducted as part of the NDC development process. From this, “recommendations were made to analyze the status of different groups of women and men in the areas involved in climate change mitigation, analysis of women’s access to climate policy decision-making, as well as the impact of gender on readiness to accept and promote change in various sectors of economy, impact of climate change on gender, and an analysis for gender equality in Ukraine.”
