Relevant context 

The Federated States of Micronesia (FSM) is a Small Island Developing State (SIDS) comprising four states (Yap, Chuuk, Pohnpei and Kosrae). Similar to other SIDS, FSM is highly vulnerable to the impacts of climate change, in particular soil erosion, ocean acidification and coral bleaching. 

This updated NDC underscores emissions reductions for nearly all sectors compared to the 2016 first NDC that focused solely on emissions reductions in the energy sector. Its ambition includes generating 70% of the country’s electricity through renewable energy sources by 2030. 

Process for developing NDC 

There is no detailed mention of the process apart from that it is aligned with the Sustainable Development Goals (SDGs) and adaptation is a priority.

 

 

Description of Monitoring and/or Implementation Mechanism 

The monitoring and implementation mechanisms are sector-oriented and based on the four states’ action plans and implementation.

A summary of climate action measures, targets, and mitigation co-benefits and/or adaptation co-benefits as well as its interlinkages with the SDGs are provided in tables throughout the NDC.

There is a general reference pointing out the estimated cost required to implement this updated NDC (US$296 million), as well as the estimated cost for capacity building and technical assistance, including coordination and monitoring (about 5% of the total budget). Specific means of implementation according to the eight core areas are presented in the NDC.

Summary of gender reference 

There is a generic mention that FSM is committed to a gender-responsive approach in its national and sectoral climate actions, including gender balance in the design, planning and implementation of climate action. The NDC has a section dedicated to gender that highlights the FSM’s National Gender Policy and its specific goals, including “better representation of women in decision-making.” 

 

In addition, the FSM created a  Gender Action Plan (GAP) to  guide the collection of gender data and gendered reporting for the Third National Communication (TNC) and First Biennial Update Report (FBUR). The NDC states that including this gender dimension in the TNC and FBUR will provide “vital  information about differential access to available resources and the influence  of  broader socioeconomic and cultural conditions.” 

 

Among the eight core areas in this updated NDC—namely, energy security, short-lived climate pollutants, food security, water security, ecosystems management, resilient transport systems, public health, and emergency management and response--SDG 5 (gender equality) is only identified as a relevant SDG in the energy security area, specifically underneath energy efficiency by the creation of “capacity building program focused on increasing the number of women working in the energy sector.”

This NDC was developed through a stakeholder consultation process involving representatives of the National Government, the four FSM State Governments, Agencies and representatives from the private sector, civil society and non-government organizations. It builds upon existing renewable energy and transport targets and policies.
