Process for developing NDC 

Jamaica’s NDC is based on analytical work on the policies and pre-existing commitments of the country. There was significant public and private sector participation, through consultations coordinated by the Climate Change Division of the Ministry of Economic Growth and Job Creation. It is noted that there were representatives from more than ten government ministries, departments and agencies involved in these consultations, with international development partners, private sector entities and civil society “engaged at all levels for a period of over twelve months at different stages of the development of the NDC.”

Description of Monitoring and/or Implementation Mechanism 

Existing implementation plans are said to be in place, but are not named. Jamaica will account for its anthropogenic GHG emissions and removals through the 2006 IPCC Guidelines for National GHG Inventories, the IPCC Good Practice Guidance and Uncertainty Management in GHG Inventories, and the 2013 Supplement to the 2006 guidelines.

  • Besides climate action (SDG 13), Jamaica reports making particularly substantial progress on health and well-being (SDG 3), quality education (SDG 4), and gender equality (SDG 5);
  • Jamaica’s updated NDC reflects its commitment to the implementation of the Paris Agreement. It will be subject to all relevant laws, guidelines, policies and programmes which are designed to increase inclusiveness and fairness, including the Code of Consultations and the National Policy for Gender Equity.

Institutionally, the Climate Change Division of the Ministry of Water, Land, Environment and Climate Change will be responsible for coordinating actions among government ministries, departments and agencies to implement the NDC, as well as creating an enabling environment for necessary private sector action.

No specific mention of gender; however, the NDC mentions that adaptation projects include community-based adaptation and initiatives to raise the awareness of the public in general, and vulnerable groups in particular, regarding the impacts of climate change and how it can be addressed.
