Process for developing NDC 

This update was developed through “broad stakeholder engagement, including participation of vulnerable populations in an inception workshop [as part of the] update process.”  There was engagement with a technical committee of sector leads, which included representation from indigenous peoples. An engagement phase also held space for civil society and project owners.

Moreover, an extensive gender and vulnerable group analysis crafted “recommendations for increasing the gender sensitivity of both the medium-term implementation of the NDC and the long-term low emissions development strategy.”

Description of Monitoring and/or Implementation Mechanism 

This update states that there will be an NDC Implementation Plan, which will detail how to incorporate stakeholder engagement and deliver actions that shall promote a just transition in the country. In conjunction with this plan, there shall be a series of evaluation systems for monitoring progress against mitigation and adaptation targets.

Summary of gender reference 

Gender is mentioned briefly in Belize’s updated NDC, which mentions that the country’s gender inequality index is in line with other countries, at 89 out of 189. The update process of the NDC included the conduct of a gender and vulnerable group scoring analysis. The results of this was supported recommendations to increase gender sensitivity of both medium-term NDC implementation and the long-term low emissions development strategy, which is currently under development.

Likewise, the country’s long-term climate strategy, which is currently being developed by the NCCO with the support of UNDP, will include the conduct of specific gender analysis to incorporate the needs of vulnerable populations in the long-term strategy.

Under the NDC financing section, it is stated that “aspects of gender, indigenous communities, people with disabilities, youth must be represented in a balanced way in the climate finance strategy."

Not specified, although main policy framework (Horizon 2010-2030) was developed after extensive stakeholder consultation inclusive of all political parties.

Description of Monitoring and/or Implementation Mechanism 

<p>INDC is currently under consideration by Cabinet and may be revised. Belize intends to utilize existing frameworks, policies, projects and activities that provide mitigation and sustainable development co-benefits to conceptualise the elaboration of its INDC.</p>
