Process for developing NDC 

To develop this update, there were two rounds of consultations and dialogues. Stakeholder consultations took place between March 2020 to April 2021, where a range of experts, civil society members, the private sector, development partners and government ministries had the opportunity to weigh in on policies and measures across three thematic sessions. The sections in the first dialogue included energy and transport/agriculture, waste and water resources/coastal zone and disaster risk management and tourism. The second dialogue discussed “validation of the technical work and prioritization of measures for inclusion in the NDC update.” It is stated that over ten meetings were held so as to encourage broad participation by sectoral experts.

Description of Monitoring and/or Implementation Mechanism 

The update mentions the country’s 2021 Physical Development Plan Amendment, which is to provide guidance in government decision-making in key development sectors that directly impact climate change mitigation and adaptation. The update also mentions several policies and plans that the country utilizes related to water resources, disaster risk reduction, and coastal management, all of which will aid in Barbados meeting the targets in its update. Moreover, there is a “monitoring mechanism on progress that identifies the achievement of its national development goals and their ability to ensure that actual development leaves no one behind, and that different groups of people, inclusion of women, youth, persons with disabilities, older person and rural dwellers, are all engaged in and benefit from national development efforts.”

Summary of gender reference 

Gender has its own section under mitigation in Barbados’s update. The section states that gender has its own section in the country’s constitution and that gender equity is present in policies and programs, as well as in line with Sustainable Development Goal 5 (empowerment of women and girls). Barbados acknowledges that women are affected disproportionately by climate change, alongside other vulnerable groups such as those with disabilities, older persons and rural dwellers.

Description of Monitoring and/or Implementation Mechanism 

The implementation and directives of the National Climate Change Policy Framework will be monitored by the National Climate Change Committee (NCCC) once formally approved. It is comprised of representative of government ministries, NGOs, and private sector agencies.

The NCCC currently meets on a quarterly basis.

Summary of gender reference 

NDC notes that: Climate change will impact vulnerable groups disproportionately, including youth and gender perspectives, which are cross-cutting concerns in Barbados’ national development planning.

The National Climate Change Policy Framework (NCCPF) provides the country’s overarching approach to adaptation and mitigation. Gender and youth play a central role in the draft NCCPF.
