Process for developing NDC 

This revision was supervised by the Ministry in charge of the Environment and Tourism. The process involved data collection, field missions, and focus groups in the country’s departments. Stakeholder consultations were also held with representatives from the public and private sector, civil society, and Local Communities and Indigenous Peoples (CLPA).

Description of Monitoring and/or Implementation Mechanism 

The Prime Minister is responsible for implementing the NDC, with a Steering Committee providing strategic guidance for implementation. Additionally, there are Department Committees established to facilitate the NDC’s implementation at the department level, and technical teams that help provide guidance.

Summary of gender reference 

Gender is mentioned throughout Congo’s Updated NDC. This acknowledges the need to integrate gender issues and women’s participation in combatting climate change. Women are listed as benefitting from adaptation projects, which are meant to empower women and minority farmers to allow them to manage climate risks in agricultural production and increase climate resilience. Gender equality is also listed as one of the priority areas recognized upon accession to the Paris Agreement. Furthermore, the gender dimension is taken into account in all adaptation priorities.

Relevant context 

The vulnerability of this developing country is aggravated by multiple biophysical constraints affecting development and by its limited capacity to adapt to climate change variability.

Process for developing NDC 

As a precursor to national climate action, a National Strategy and Action Plan for Climate Change and Variability have been developed.

Description of Monitoring and/or Implementation Mechanism 

The Congolese Green Economy is expected to be developed through The National Strategy of Sustainable Development, with the establishment of a National Sustainable Development Fund (in addition to the Forest Fund) fund dedicated to the promotion of the green economy in all its components, economic and social in particular. The creation of this fund is under review and will be positioned in line with the National Climate Fund, developed in different countries, taking into account the particularities of the Congolese strategy. A committee will attend the Court of Auditors, and regular reporting will be made to a board of representatives from the private sector and civil society on good governance.

Summary of gender reference 

Women mentioned in the adaptation profile stakeholders (S), specifically as a long-term strategy for adaptation by increasing the involvement of women and communities in environmental protection in terms of decision-making given their growing role in the development of the domestic economy; and (iv) develop resilience of populations to disasters and climate change.
