Le contexte pertinent

L’Ouganda appartient au groupe des pays les moins avancés (PMA). Le pays est particulièrement vulnérable aux effets néfastes du changement climatique.

Processus pour developer la CDN

Les CDN de l’Ouganda sont axées sur les mesures prioritaires identifiées dans le deuxième plan de développement national, la politique nationale sur le changement climatique de 2015 et sa stratégie de mise en œuvre (assortie d’un budget) ; ceux-ci ont été préalablement approuvés par le gouvernement. Les cibles liées aux énergies renouvelables s’appuient sur les plans d’investissement sectoriels nationaux du ministère de l’Énergie et de la Mise en valeur des ressources minérales.

La hiérarchisation des politiques et mesures a fait l’objet d’un vaste processus de consultation auprès des parties prenantes nationales et infranationales, et celles-ci reflètent pleinement les priorités du gouvernement ougandais.

La mise en œuvre des politiques et mesures pertinentes est institutionnalisée par le biais de la politique nationale sur le changement climatique, supervisée par les autorités du secteur concerné.

Le gouvernement ougandais s’est engagé à mobiliser des ressources importantes en faveur des stratégies liées au changement climatique. Les communautés, le secteur privé et les ONG sont également encouragés à participer à ces activités, par exemple dans le cadre de partenariats publics-privés et de mécanismes de paiement des services écosystémiques.

La synthèse des CDN souligne les points suivants : Les contributions prévues incluent les thèmes transversaux du respect des droits fondamentaux et de l’intégration de la problématique hommes-femmes. La protection des groupes vulnérables, y compris les femmes, est une priorité intersectorielle.

Dans la section « Contexte national », les CDN soulignent que : § Les femmes sont particulièrement vulnérables à l’insécurité alimentaire et aux pénuries d’eau et de bois de chauffage.
