This update was prepared with “broad stakeholder participation from all stakeholders, including government institutions, civil society, private sector and subnational stakeholders, with gender balance ensured in the process.”

Description of Monitoring and/or Implementation Mechanism 

Zambia has mitigation and adaptation programs to achieve its NDC. The National Adaptation Planning process is currently underway.

NDC implementation will also be ensured by developing and improving upon Zambia’s Implementation Framework and Monitoring Reporting and Verification (MRV) systems, which are to track implementation progress of mitigation and adaptation actions.

Summary of gender reference 

Gender was mentioned briefly in Zambia’s updated NDC. First, the NDC reportedly ensured gender balance in its preparation stage. Secondly, when discussing Zambia's contextual aspirations and priorities when joining the Paris Agreement, reference is made to the Climate Change Gender Action Plan of 2018. This plan seeks to “ensure that Zambia’s climate change processes are gender-transformative, and guarantee that women and men can have access to, participate in, and benefit equally from climate change initiatives.”

Description of Monitoring and/or Implementation Mechanism 

Since the NDC is a part of the national development and planning process for climate change issues, it will be monitored and evaluated according to the existing monitoring and evaluation frameworks. Further, this will be done in a wide consultative and participatory manner. In addition, since the NDC is a planning tool, it will be reviewed and updated as part of the national planning process.

Under mitigation measures it states:

  • a. ‘Rural poverty reduction particularly among women and the youth’ as a co-benefit of sustainable agriculture.
  • b. ‘Improved education impacts due to longer hours of study and advanced teaching methods, safety, creation of opportunity for girl child and women’s education’ as a co-benefit of renewable energy and energy efficiency.
