Process for developing NDC 

The process of developing Suriname’s second NDC dates back to August 2018 when the government organized a review of the 2015 NDC. This was a robust process that included written recommendations from stakeholders and dialogue on the following topics: NDC alignment with other policies/strategies, forest cover, mining, closer integration of mitigation and adaptation, and sea level rise, among other issues. Suriname’s second NDC reflects the input from these dialogues and recommendations. A year later in 2019, more stakeholder engagements took place, which included three rounds of sectoral expert and stakeholder dialogues. During NDC Dialogue 2, the final policies and measures were selected to be included in the second NDC. The NDC enhancement process included primarily local experts and some international experts. 

Description of Monitoring and/or Implementation Mechanism 

Suriname’s second NDC is fully aligned with the country’s national development priorities. A project portfolio is annexed in the NDC that lays out numerous projects in the energy, transport, forestry and agriculture sector to help implement the NDC. The country’s 2017-2021 Policy Development Plan is stated to increase capacity in climate change and sectoral actions in this NDC.

  • The use of gender impact as a criterion for assessing NDC policies and measures;
  • Mention that Suriname’s national adaptation plan (NAP) includes the strategic priority of respecting Surinamese society and culture and reducing gender and social inequities.

Process for developing NDC 

Key stakeholders were engaged on September 10th 2015. A National Team was the driver. This team consisted of representatives of the Office of the President of the Republic of Suriname, the National Institute for Environment and Development in Suriname (NIMOS), Anton de Kom University of Suriname, the Foundation for Forest Management and Forest Control in Suriname, and the ministry of Foreign Affairs. The forum sought to sensitize participants on the background, nature and need for an NDC, the preparation and information required, and key issues to consider. The forum also elicited stakeholders’ perspectives on issues and priorities for inclusion. There was then a stocktaking exercise and a desktop review before a draft INDC was developed. The draft NDC was reviewed by the National Team, provided to key stakeholders for review and feedback, and updated accordingly. The updated draft of the NDC was submitted to the Office of the President for consideration, approval and submission to the UNFCCC.
