Process for developing NDC

The second NDC identifies potential mitigation and adaptation opportunities such as investment projects. Data sets, academic studies, policies, strategies and reports were utilized. Workshops and meetings were held with national stakeholders from the private sector, civil society, NGOs and the government, as well as technical experts and industry representatives.

Description of Monitoring and/or Implementation Mechanism

Samoa is in the process of creating an NDC Implementation Roadmap and an NDC Investment Plan. These will inform “targets included in the NDC, and will support Samoa in achieving these targets by setting out practical steps and tangible projects to mitigate GHG emissions across the energy, waste, AFOLU, and marine sectors.”

Summary of gender reference

Gender is mentioned briefly in Samoa’s second NDC. Various policies and plans were taken into account for the preparation of the NDC, including Samoa’s National Policy for Gender Equality 2021-2022. The NDC Implementation Roadmap and Investment Plan also report that gender-responsive considerations were included through the form of guidelines to promote gender and social inclusion.

Process for developing NDC

The focus of Samoa’s NDC is on mitigation given the short timeframe to prepare the report and carry out comprehensive stakeholder consultations. It is intended that this document will be a living document to be revised and updated when necessary.

This NDC was prepared using a targeted approach whereby key stakeholders from the energy and climate change sector were consulted to provide the necessary information for compiling the report. The short timeframe allocated for the development of Samoa’s NDC did not allow for a comprehensive national consultation process. However a substantial amount of work has been done at the national level in the energy sector and has helped facilitate the formulation of Samoa’s NDC.
