Relevant context

Iraq is a developing country beleaguered by terrorism. Due to its geographical location, this country is recognized as one of the most vulnerable countries to climate change impacts, namely rising temperatures, the depletion of water resources and increasing desertification.

Iraq is still determining the amount of GHG emissions reduction to contribute. This determined amount of GHG emissions reduction along with the mitigation measures and targets will be conveyed to the UNFCCC secretariat in the future.2021 – 2030

Process for developing NDC

The development of this NDC is aligned with the national and sectoral plans and strategies related to climate change, as well as the Sustainable Development Goals (SDGs). Specifically, the development of the adaptation measures and its action plan is in line with the National Water Strategy, the National Agriculture Strategy, the National Biodiversity Strategy and the National Framework for Integrated Risk Management.

Description of Monitoring and/or Implementation Mechanism

Currently, there is no mechanism for implementation, monitoring and evaluation. Nonetheless, Iraq is seeking assistance from the UNFCCC and the Paris Agreement as well as UNDP to provide the necessary support to design sectoral monitoring and evaluation systems. Specifically, the mentioned systems would improve the transparency when evaluating the implementation of this NDC, assessing the type of financing and investment needed to implement this NDC, as well as the capacity building needed to implement the mitigation and adaptation measures.

Summary of gender reference

There is a general reference stating that women and children are more vulnerable than men to the impacts of climate change. Also, within the same paragraph it mentions that environmental awareness is essential for all segments and groups of society, particularly the vulnerable groups, to enable them to contribute and participate individually and collectively to protect the environment and preserve its resources.

In adaptation measures, “women” are included in the overarching goal of the agriculture sector, which reads: “Increasing the resilience of the agriculture sector towards climate change to protect and enhance the country’s food security, reduce soil degradation, increase agriculture revenues, achieve economic diversification, reduce poverty and support rural women through the use of modern techniques and technologies as part of achieving sustainable development goals.”

Developing country suffering from geopolitical instability and conflict. Mass immigration and relocation has exacerbated problems of resource management and transportation. Iraq is highly vulnerable to climate change impacts and will face water scarcity, desertification, land degradation and sandstorms.

Process for developing NDC

No mention of process for developing INDC, but there is a reference to the participation of different stakeholders such as governmental and non-governmental parties and civil society in developing outputs, which were reviewed by a National Climate Change Committee.

Summary of gender reference

Women and gender are not mentioned in the INDC, but they are included indirectly, as the INDC emphasizes the importance of involving all relevant groups and actors.
