Process for developing NDC 

The process applied relevant laws and policies, including the Constitution of the Kingdom of Bhutan, the National Environment Protection Act (NEPA) 2007, National Forest Policy, and Economic Development Policy (EDPO) 2010.

Description of Monitoring and/or Implementation Mechanism 

The updated NDC only mentions the need for robust monitoring in relation to forests.  Already, a “forest monitoring and inventory system is being developed in conjunction with a national forest monitoring system for REDD+,” that “will enable monitoring and assessment of forest cover over time.” Bhutan also highlights the need for mitigation measures to be implemented through low emission developing strategies and programs.

Bhutan is a small landlocked LDC that is a net sink for greenhouse gases. It is highly vulnerable to adverse impacts of climate change.

Description of Monitoring and/or Implementation Mechanism 

Since the intended actions in the INDC apply to the post 2020 period, the priority mitigation and adaptation actions within this INDC will be considered and integrated in the preparation of the 12th Five Year Development Plan (2018‐2023) and also subsequent five year plan periods. The cycles of the national five‐year development plan process along with the cycles of the INDCs, yet to be determined under the new climate agreement, will form the basis for the national process to review progress in actions and support received.
