Process for developing NDC 

Morocco began the updating of its NDC in 2019 with bilateral consultations and sectoral workshops. In 2020, a second round of sectoral consultations were conducted, along with a stakeholder exchange to collect data to inform the update’s technical process. The drafting and readjustment process also included sectors. before culminating in an official presentation of the update in front of the National Commission on Climate Change and Biological Diversity between December 2020 and February 2021.

Morocco’s updated NDC lists strategies, plans and programs to achieve the objectives in the NDC. These include the following:

  • National Energy Strategy
  • National Strategy for Waste Reduction and Recovery
  • Green Morocco Plan
  • Generation Green 2020-2030
  • Moroccan Forest Strategy
  • Urban Public Transit Improvement Program

Gender is briefly touched on in Morocco’s updated NDC. In its discussion of mitigation actions, the updated NDC is characterized as multidimensional and anchored in a variety of elements, including the respect for human rights and gender equality. The updated NDC was also developed through participation and engagement with indigenous peoples and local communities in a gender-sensitive manner.

Relevant context 

With an increasing population and vulnerability to the effects of drought, the Northern African developing nation is also prone to water scarcity, declining agricultural production, floods and rising sea levels.

Process for developing NDC 

The NDC is based on the National Strategy for Sustainable Development (NSSD).

Morocco undertook a broad stakeholder consultation process, whereby the government officially presented the draft to the all stakeholders to ensure their full support for the implementation of commitments included in the final NDC.

Description of Monitoring and/or Implementation Mechanism 

Morocco’s NDC finds its institutional roots in the National Strategy for Sustainable Development. The implementation of the NDC is based on several laws, strategies and national action plans that include clear and ambitious sectorial targets.

Gender was mentioned in the adaptation context, given the country’s creation of a system to monitor and assess vulnerability and adaptation to climate change, with an institutional mechanism that allows for the monitoring of climate vulnerability and the results of adaptation actions, taking into account gender issues.
