This updated NDC was submitted by Germany and the European Commission on behalf of the European Union and its 27 Member States.

Processus pour developer la CDN 

This updated submission is characterized as an enhanced NDC that applies to all EU Member States. The enhanced NDC is based on an extensive impact assessment and stakeholder input, which was collected through public consultation. An online consultation was conducted from March to June 2020, wherein all citizens and stakeholders were invited to submit their views on "the desired ambition level of climate and energy policies, necessary actions in different sectors and specific policy design to increase climate ambition by 2030."

There are several pieces of legislation and implementation measures at the EU level and in its Member States that may contribute to the emissions reductions required to meet the NDC targets. Regulation (EU) 2018/1999 includes an enhanced governance system related to integrated planning, reporting and monitoring in climate and energy policy with respect to climate and energy targets and provisions for multi-level public participation and consultations to be held by Member States to prepare the integrated national energy and climate plans that implement their policy targets up to 2030.

The EU has also adopted legislation that are relevant to the implementation its initial NDC, particularly the minimum 40 percent emissions reduction target. Moreover, other legislation has been strengthened to aid in achieving this target, which include the following:

  • Directives (EU) 2018/2001 and 2018/2002, regarding renewable energy and energy efficiency,
  • Directive (EU) 2018/844, regarding the energy performance of buildings,
  • Regulations (EU) 2019/631 and (EU) 2019/1242, which sets CO2 emission standards for new passenger cars, light commercial and heavy-duty vehicles,
  • Directive (EU) 2019/1161, on the promotion of clean and energy-efficient road transport vehicles;
  • Directives (EU) 2018/850, 2018/851 and (EU) 2018/85, on improving waste management and advancing a more circular economy, and
  • Regulation (EU) No 517/2014, on reducing fluorinated greenhouse gases in the EU.

Gender is broadly mentioned in this document, both times to provide context for the NDC.

First, the NDC briefly references Council Conclusions 19 December 2019, 15272/19, which recognizes the crucial role of nature-based solutions in solving global challenges such as poverty, hunger, health, gender inequality, disaster risk reduction, and climate change, among others.

Gender is also mentioned in the annex providing more information to help facilitate clarity, transparency, and understanding, the section on contextual matters for the NDC. Here, the EU highlighted its “commitment to gender equality, as articulated in the European Pact on Gender Equality,” and the integration of human rights and gender equality dimensions by Member States into their national plans and strategies, under the EU Energy Union Governance Regulations.

Le contexte pertinent 

Les 28 États membres de l’Union européenne ont soumis leurs CDN au nom de la République de Lettonie et de la Commission européenne. Ils se sont engagés à mettre en œuvre l’accord adopté au lendemain de la Conférence de Paris en décembre 2015, en conformité avec l’objectif qui consiste à limiter le réchauffement global à une température inférieure à 2° C. Les secteurs de l’énergie, des procédés industriels et de l’utilisation des produits, de l’agriculture, du traitement des déchets, et de l’utilisation des terres, du changement d’affectation des terres et de la foresterie (en vertu de la Décision [UE] n° 529/2013), sont les principaux secteurs concernés par les CDN de l’Union européenne.

Processus pour developer la CDN 

Les CDN ont été élaborées à l’issue de consultations et de discussions avec les Comités consultatif et technique établis par les gouvernements et rassemblant de nombreuses parties prenantes, dont les ministères de tutelle, la Commission de planification, les divisions techniques, les professionnels, les experts et le secteur privé.

L’UE et ses États membres ont approuvé un objectif contraignant consistant à réduire de 40 % les émissions de gaz à effet de serre (GES) d’ici 2030 par rapport aux niveaux de 1990, tel qu’énoncé dans les conclusions adoptées par le Conseil européen en octobre 2014. Cet objectif devra être atteint collectivement et tous les États membres participeront à cet effort.

Une politique concernant les mesures à entreprendre pour inclure le secteur de l’utilisation des terres, du changement d’affectation des terres et de la foresterie dans le cadre d’atténuation des émissions de GES sera adoptée dès que les conditions techniques le permettront et, en tout état de cause, avant 2020.

Type et champ d’application : réduction absolue des émissions de GES pour l’ensemble de l’économie par rapport au niveau de l’année de référence (1990).
