Contexto relevante

This updated NDC was submitted by Germany and the European Commission on behalf of the European Union and its 27 Member States.

Proceso para el desarollo de CDN

This updated submission is characterized as an enhanced NDC that applies to all EU Member States. The enhanced NDC is based on an extensive impact assessment and stakeholder input, which was collected through public consultation. An online consultation was conducted from March to June 2020, wherein all citizens and stakeholders were invited to submit their views on "the desired ambition level of climate and energy policies, necessary actions in different sectors and specific policy design to increase climate ambition by 2030."

Descripción de monitoreo y/o mecanismo de implementación

There are several pieces of legislation and implementation measures at the EU level and in its Member States that may contribute to the emissions reductions required to meet the NDC targets. Regulation (EU) 2018/1999 includes an enhanced governance system related to integrated planning, reporting and monitoring in climate and energy policy with respect to climate and energy targets and provisions for multi-level public participation and consultations to be held by Member States to prepare the integrated national energy and climate plans that implement their policy targets up to 2030.

The EU has also adopted legislation that are relevant to the implementation its initial NDC, particularly the minimum 40 percent emissions reduction target. Moreover, other legislation has been strengthened to aid in achieving this target, which include the following:

Directives (EU) 2018/2001 and 2018/2002, regarding renewable energy and energy efficiency,
Directive (EU) 2018/844, regarding the energy performance of buildings,
Regulations (EU) 2019/631 and (EU) 2019/1242, which sets CO2 emission standards for new passenger cars, light commercial and heavy-duty vehicles,
Directive (EU) 2019/1161, on the promotion of clean and energy-efficient road transport vehicles;
Directives (EU) 2018/850, 2018/851 and (EU) 2018/85, on improving waste management and advancing a more circular economy, and
Regulation (EU) No 517/2014, on reducing fluorinated greenhouse gases in the EU.

Gender is broadly mentioned in this document, both times to provide context for the NDC.

First, the NDC briefly references Council Conclusions 19 December 2019, 15272/19, which recognizes the crucial role of nature-based solutions in solving global challenges such as poverty, hunger, health, gender inequality, disaster risk reduction, and climate change, among others.

Gender is also mentioned in the annex providing more information to help facilitate clarity, transparency, and understanding, the section on contextual matters for the NDC. Here, the EU highlighted its “commitment to gender equality, as articulated in the European Pact on Gender Equality,” and the integration of human rights and gender equality dimensions by Member States into their national plans and strategies, under the EU Energy Union Governance Regulations.

Contexto relevante

Los 28 estados miembros de la Unión Europea presentaron su NDC a nombre de la Comisión Europea y Letonia. Estos se comprometieron con el acuerdo surgido de la Conferencia de París en 2015, de mantener la temperatura global por debajo de los 2oC. Los sectores principales que considera el NDC de la Unión Europea son energía, procesos industriales y el uso de productos, agricultura, desechos, y uso de la tierra, cambio de uso de tierra y silvicultura (establecidos en la Decisión 529/2013/EU).

Proceso para el desarollo de CDN

El NDC fue preparado a través de consultas y diálogo con los Comités Técnicos y de Asesoramiento del Gobierno, los cuales incluyen una variedad de actores clave como ministerios competentes, la Comisión de Planeación, departamentos técnicos, personas profesionales, expertos, y el sector privado.

La Unión Europea y sus estados miembros establecieron un objetivo vinculante de reducción de emisiones conjuntas de al menos 40% para el año 2030, con respecto a las emisiones de 1990; objetivo establecido en las conclusiones del Consejo Europeo en octubre de 2014.

La política sobre cómo incluir el Uso de la Tierra, Cambio en el Uso de la Tierra y Silvicultura en el marco de mitigación de gases de efecto invernadero para el 2030, será establecido tan pronto como las condiciones técnicas lo permitan y en cualquier caso antes de 2020.

Tipo y cobertura: cobertura a escala de toda la economía, reducción total de emisiones con respecto a un año base (1990).
