Process for developing NDC 

Due to COVID 19, stakeholder participation was held through virtual platforms. There were bilateral meetings with governing entities, as well as participatory listening workshops with relevant stakeholders, including indigenous peoples, afro descendants, peasants, and public and private institutions. This all complied with Panama’s rules around transparency and public participation.

Description of Monitoring and/or Implementation Mechanism 

This update is based on policy instruments, actions and regulations associated with GHG targets and non-GHGs related to climate change mitigation. Moreover, the National Climate Change Plan for the Agricultural Sector (PNCCSA)is characterized as an essential public planning tool for the agricultural sector. This is important as Panama has actively tasked the Ministry of Agricultural Department with leading mitigation and adaptation plans. The country’s Nationally Appropriate Mitigation Actions helps reduce GHG emissions in several key areas, including rice and livestock.

Summary of gender reference 

Gender is mentioned numerous times in this update. As women are recognized as a vulnerable group, gender-sensitive adaptation is considered a priority. Panama commits to incorporating gender equality as a cross-cutting issue to promote the creation of sustainable climate policies. In general, Panama takes a gender and human rights approach in its mitigation and adaptation projects and programs.

The country’s Gender Action Plan is currently under development, and it will detail activities, plans and programs that will be carried out to comply with the NDC, and take a gender and development focus for all social groups.

Process for developing NDC 

The NDC is the result of a national effort led by the Ministry of Environment with the support of the National Committee on Climate Change Panama.

Description of Monitoring and/or Implementation Mechanism 

The Ministry of Environment is in charge of the implementation and monitoring of the National Policy on Climate Change; a decision that came about as a result of the public hearings, where there was representation of the 10 provinces and 9 structures of the original villages of Panama, defining the planning, implementation and monitoring, registration and verification (MRV) of the NDC of Republic of Panama and the required international support.

Women mentioned in the context of stakeholders or decision-makers (S) (DM) in the public participation process. This was carried out based on the criteria defined by Article No. 25 of Law 6 of 2002 laying down the procedures for public participation, where the mechanism of public hearing for the participation of various sectors was used, highlighting gender equality , the presence of minority groups, young and old, literate and illiterate.
