Process for developing NDC 

Revisions to Sri Lanka’s NDC were facilitated by the Climate Change Secretariat of the Ministry of Environment, with support from the UNDP. Due to COVID-19 restrictions, meetings and discussions with working groups and the core NDC team were held virtually. This revision process was used as a way to “closely examine the alignment of proposed climate actions with Sustainable Development Goals and their targets, and to analyze the gender dimensions of mitigation and adaptation priorities.” The working groups included mitigation and adaptation experts. The Disaster Management Centre and Climate Change Secretariat were tasked with leading the loss and damage discussions.

The NDC “built upon recent discussions and analysis of climate risks and vulnerability, including those completed for the draft Third National Communication, draft Climate Change Sector Risk Profile, Marginal Abatement Cost Curves analysis for energy, draft Low-Carbon Development Strategy, draft National Disaster Management Plan and the National REDD+ Investment Framework and Action Plan."

Description of Monitoring and/or Implementation Mechanism 

It is expected that detailed implementation plans will be “prepared for each sector with clearly identified actions/sub-actions, targets and responsible agencies. These will be integrated, as fully as possible, into the regular planning cycles of these sectors ensuring smooth delivery.” Moreover, “an assessment of the cost of achieving NDCs in order to develop a financing strategy has been commissioned," and will be communicated as an addendum to the NDCs.

Summary of gender reference 

Gender is mentioned throughout the document in the context of both mitigation and adaptation. It is proposed that sectors conduct a gender analysis “as part of the process of developing the 10-year NDC implementation plans.”

The mitigation section raises the need for gender and social analyses of actions and proposals of any migratory steps to overcome risks, as part of the sustainable development co-benefit analysis. As regards adaptation, gender and social safeguard mainstreaming is identified as an important strategy, and as such, "down-scaled risk assessments and sectoral plans should integrate the specific needs, vulnerabilities and capacities of women, young children, disabled and elderly populations.” This section also emphasizes the importance of providing equal access to benefits amongst men and women, as well as the value of gender-responsive trainings, that promote entrepreneurial skills amongst women, and “provide access to technology and finance that supports their participation.”

Process for developing NDC 

The adaptation commitments for Sri Lanka’s NDC have been developed in “consultation with relevant stakeholders, based on the National Climate Change Adaptation Strategy (NCCAS) and the National Adaptation Plan for Climate Change Impacts in Sri Lanka (NAP).”

Description of Monitoring and/or Implementation Mechanism 

The NDC states: Integrated planning is the key means of implementation. Sri Lanka has already taken initiatives of integrated planning through the NAP and Energy Planning processes which should be extended to other sectors vertically and horizontally.

In order to implement the NDC, a National Climate Change and a Climate Change Commission will be established.
