Process for developing NDC 

The development of the second NDC involved more substantive participation, brought about by efforts to strengthen the capacities of both the government and the general populace.

Description of Monitoring and/or Implementation Mechanism 

The goals of Argentina’s Second NDC are expected to be achieved by implementing mitigation and adaptation actions throughout the economy, generated through the different work sectors of the National Climate Change Cabinet, or the GNCC.

 

Summary of gender reference 

Gender is mentioned in the context of Argentina’s climate policy, which seeks to increase adaptive capacity, strengthen resilience and reduce the vulnerability of social, economic and environmental sectors. Measures to accomplish these with prioritize communities and social groups in vulnerable situations, and will incorporate a gender approach and intergenerational equity.

The second NDC also provides that it will advance the design of a transversal approach to the gender dimension across sectors.

Analysis of Original NDC

Relevant context 

Argentina is a developing nation noting climate change will only increase inequalities between developed and developing nations. Population is concentrated in urban areas, some islands are still subject to sovereignty disputes, and the country presents high rates of biodiversity.

Process for developing NDC 

 Argentina created a Third National Communication on Climate Change. The country has implemented voluntary national actions in mitigation and adaptation and designed the “National Strategy on Climate Change” and, within this institutional framework, a coordinating entity, “Governmental Committee on Climate Change” was created, for the participation of national and provincial state representatives.

Elaboration of this NDC includes a public participatory process through a series of multi-sectoral meetings, and has been reviewed by the National Climate Change Committee; including the vision, opinions, and proposals of public, private, and scientific and technical sectors, and civil society organizations, through numerous meetings, workshops and surveys.

Type of goal: Percentage reduction in absolute emissions with respect to a “Business as usual” (BAU) trend scenario.
