Process for developing NDC 

The preparation of Saint Lucia’s Updated NDC was led by the Department of Sustainable Development (DSD), in consultation with the Energy Division and the Department for Economic Development. The DSD facilitated a series of interlinked multi-stakeholder consultations, which included government Ministries, the private sector, civil society, and youth. Feedback was taken into consideration in the energy system modeling and the mitigation options being considered.

Description of Monitoring and/or Implementation Mechanism 

Saint Lucia developed an Implementation and Financing Strategy for the NDC. The country’s Cabinet endorsed its NDC Partnership Plan.

Summary of gender reference 

Gender is said to be strengthened and made more prominent in this updated NDC. From its developmental stage, the stakeholder consultations that were conducted on this update were gender-responsive.  Saint Lucia notes its commitment to SDG5 (gender equality), and how it has ensured that gender mainstreaming is present in national strategic planning, specifically in the context of climate change.

Gender is primarily considered in the country’s adaptation plans and actions. The country also launched the project Enabling Gender-Responsive Disaster Recover, Climate and Environmental Resilience in the Caribbean (EnGenDER), which will foster gender integration in climate change, and will act as a catalyst for accelerating gender equality initiatives locally. Moreover, Saint Lucia is collecting and analyzing gender-disaggregated information to allow decision makers to assess who will be impacted, even prior to implementation.

Process for developing NDC 

Saint Lucia’s NDC was prepared though a consultative process involving key sector stakeholders who were engaged initially under the Third National Communication process, to provide inputs into the development of the Greenhouse Gas Inventory and Mitigation Assessment chapters and then through a validation exercise, to seek national support for the proposed measures and targets

Description of Monitoring and/or Implementation Mechanism 

The implementation process is still under discussion to ensure that there is highest participation and ownership from the key actors. A very comprehensive plan for the implementation phase must take place to track and monitor the policies and measures within the NDC.
