Process for developing NDC 

This update involved government agencies and state governments, as well as the private sector and social organizations. There were public and private discussions with representatives of each sector within Mexico’s NDC. Moreover, online consultation procedures were put in place to engage civil society in this process.

Description of Monitoring and/or Implementation Mechanism 

Mexico will use the IPCC 2006 guidelines to estimate GHG emissions. The methodology, activity data and emission factors are detailed in Mexico’s National Inventory Report and will be updated in subsequent Biennial Update Reports.

Mexico recognizes that climate changes disparately impact different groups and exacerbates social, economic and gender inequities. It was therefore important for Mexico to integrate a human rights and gender responsive approach implementing its NDC, prioritizing the needs of vulnerable groups and communities.

Multiple stakeholders were consulted during the preparation of the NDC, including non-governmental organizations, academia and representatives from private industry of all economic sectors, through workshops and consultations at the national level.

Description of Monitoring and/or Implementation Mechanism 

Not specified but includes information on relevant framework laws, e.g. In April 2012, the Mexican Congress unanimously approved the General Law on Climate Change (LGCC in Spanish), which entered into force in October of that year and made Mexico the first developing country to have a comprehensive law on this subject. As a result of the implementation of this new LGCC, the country has established institutions and effective instruments to reduce greenhouse gases (GHG) and particle emissions, as well as to increase the adaptive capacity of the country.
