Land-locked developing country with a mountainous ecosystem already facing the negative impacts of climate change  

Process for developing NDC 

The Inter-agency Coordinating Council on Climate Change was tasked with preparing the NDC. This update drew from a public consultation process that was in accordance with Armenia’s government procedures, which involved civil society, discussed national circumstances, and was conducted in a gender-responsive manner.  

Description of Monitoring and/or Implementation Mechanism 

The updated NDC’s implementation is provided for under the National Implementation Plan for 2021-2030 NDC, as well as the following other plans:

  • Republic of Armenia 2014-2025 Strategic Program of Perspective Development
  • Programme of the Government of Armenia (2019)
  • Provisions of the EU-Armenia Comprehensive and Enhanced Partnership Agreement Roadmap
  • Strategic Program for the Development of the Energy Sector of the Republic of Armenia (until 2040)
  • Energy Efficiency and Renewable Energy Programme (2021-2030)
  • Transport Strategy
  • Agriculture Strategy (2020-2030) 
  • Solid Waste Management System Development Strategy for 2017-2036
  • National Forestry Programme (2021)

 

Summary of gender reference 

This updated NDC was developed in a gender-responsive manner. This also applies to its implementation - the NDC provides that implementation will take into account “the needs of youth, vulnerable groups, in a gender-responsive manner.” Finally, future NDCs will also be conducted in a gender-responsive manner.

The transparency of mitigation and adaptation actions will be ensured through the introduction of national and international monitoring, reporting and verification system; and open and accessible information systems and participatory process.

The open and transparent cooperation between public service-providing bodies and civil society organisations will be ensured through establishing and strengthening effective legal incentives.
