Process for developing NDC 

In 2020, an information request to the Commission to analyze whether the NDC was compatible with contributing to global efforts to limit global warming to 1.5°C above pre-industrial, and recommend any changes that would make it compatible.” The Commission responded by May 2021, with a finding that the NDC was not compatible to contributing to these efforts. It recommended that the NDC period “should reflect a reduction of net emissions of much more that 36 per cent below 2005 gross levels by 2030, with the likelihood of compatibility increasing as the NDC is strengthened further.”

Description of Monitoring and/or Implementation Mechanism 

The updated NDC mentions various policies, plans and institutional arrangements that will aid in New Zealand meeting its domestic climate targets, and help achieve the goals of its NDC. The Climate Response Act is said to provide a framework to aid the country’s development and implementation of clear and stable targets. Other relevant instruments listed include the Climate Implications of Policy Assessment and the Carbon Neutral Government Programme.

Process for developing NDC 

Prior to taking decisions on its NDC, the New Zealand Government undertook a public consultation process including publication of a discussion document, public meetings, hui and an invitation to make submissions. Over 17,000 written submissions were received from more than 15,600 submitters. The consultation document and related publications are available on the Ministry of Environment website.
