Relevant context

Gabon is a country with a High Forest Cover and Low Deforestation (HFLD) status and 11% of its forests are part of the Congo Basin rainforest. This African country is unique as it is a major carbon sink–its total absorption of GHG exceeds its total GHG emissions—due to the nation’s sustainable forestry management laws and their implementation since 2001. Nevertheless, Gabon is committed to remain carbon neutral until 2050.

Process for developing NDC

The process includes an initial assessment of the 2015 INDC, and the sectoral priorities analysis align with the Sustainable Development Goals (SDGs). A cost-benefit analysis of mitigation and adaptation measures was carried out and informed by the national and sectoral policies (e.g., Plan d'Accélération de la Transformation, 2020), Biennial Update Report (BUR), National Communications, data and studies conducted. The formulation of this second NDC also considers inclusive stakeholder engagement with public institutions, civil society and the private sector.

Description of Monitoring and/or Implementation Mechanism

Through this second NDC, Gabon plans to strengthen the methods and systems for inventorying and monitoring GHGs emissions, including monitoring deforestation in all sectors and methane emission.

For mitigation, there is a mitigation action and implementation plan for the three priority sectors, namely, the forest and other land uses (FAT), energy, and agriculture. For adaptation, there is a specific mention that support is needed to enhance the scientific monitoring system that integrates meteorology, oceanography and hydrology measurements in a centralized database.

Process for developing NDC

The drafting of the INDC was based on Gabon Emergent Strategic Plan for 2010-2025, National Climate Plan and other relevant texts. Drafting also involved public and private stakeholders.
