Process for developing NDC 

The updating process was “ inclusive and involved a significant number of stakeholder consultations with public, private, and civil society stakeholders through key informant interviews, meetings, workshops, public awareness campaigns, household surveys, business surveys and online consultations." Consultations involved over 2,000 nationals, which were conducted with support from the DOE and international partners such as the NDC Partnership’s CAEP initiative, IRENA, Climate Analytics, GGGI, OECS Commission, CCMRV Hub, UNDP Climate Promise initiative, and others.

In addition, gender-responsive consultations were conducted with farmers and fisherfolk, who “experience high incidence of and susceptibility to natural hazards/disasters, such as hurricanes, storms, droughts, and flooding in periods of heavy rainfall.”

Description of Monitoring and/or Implementation Mechanism 

Antigua and Barbuda is finalizing an NDC Implementation Plan that will include “mitigation, adaptation and climate finance supporting activities, indicators, timelines for implementation, estimated costs as well as enabling actions such as governance and capacity support to advance NDC implementation.”

Summary of gender reference 

Gender is mentioned throughout Antigua and Barbuda’s updated NDC and was added as an additional target in this document. The country affirms the need for gender-responsive approaches and supports mitigation and adaptation measures that:

  • "Support for vulnerable groups, such as women, elderly and disabled people;
  • “Support an inclusive, gender responsive approach to the energy transition with special focus on women fully participating in the new economy and providing support for men working within the power and transportation sectors as the transition advances;
  • Support the youth fully with a gender responsive approach for girls and boys of all income levels in meeting the new challenges and opportunities; and
  • Provide investment and business opportunities for local micro, small, and medium enterprises (MSMEs) and businesses in the informal sector.”

Antigua and Barbuda likewise commit to recognizing and integrating “different and complementary roles of men and women into policies and strategies on climate change and will ensure that the implementation of the NDC will be gender responsive.”

Analysis of Original NDC

Relevant context 

A&B is a small island developing state, and is economically, socially and environmentally extremely vulnerable to impacts of climate change. The economy is heavily dependent on natural resources, low-lying coastal zones and favourable climate conditions.

Process for developing NDC 

Initial draft INDC was primarily drafted and reviewed by the Technical Advisory Committee, an inter-agency, multi-stakeholder advisory committee that includes fifteen government agencies, three NGOs and community interest groups, and one private sector coalition representative. Additional consultations arranged with public, private and civil society stakeholders through meetings, workshops, public awareness and online publication. Recognizes importance of Principle 10 of Rio Declaration on transparency, access and accountability in environmental matters through participation of all concerned citizens, as well as to involve the community by encouraging public awareness and participation by making information readily available. INDC will be updated periodically as appropriate.
