Process for developing NDC

The preparation for the NDC is part of the revision of the Principality of Monaco’s energy and planning for 2030. Within this framework, public and private stakeholders were consulted through various bodies.

Description of Monitoring and/or Implementation Mechanism

The Climate Air Energy Plan’s framework will help carry out the monitoring of the implementation of policies and measures. The monitoring of GHG emissions, energy indicators and the effect of policies will be carried out through the preparation of national inventory reports and those required under the Paris Agreement.

Relevant context

A developed nation, Monaco’s diversified economy is based primarily on services, construction, tourism and the banking sector. Given the entirely urbanised nature of Monaco, the Principality will consider all of its green spaces under the category of “parks and gardens”. The main sources of emissions in the Principality of Monaco are road transport, waste-to-energy and heating and air conditioning in buildings.

Process for developing NDC

A vulnerability study aimed at defining an action plan for adapting to climate change in Monaco was launched in 2014. The exhaustive work of analysing vulnerabilities and constructing an action plan is based on the involvement of these national stakeholders.

Description of Monitoring and/or Implementation Mechanism

The adaptation strategy will be made up of an action plan accompanied by a monitoring and evaluation framework.
