Timeframe 

Two time frames, for medium and long-term mitigation commitments: 2020 to 2030 for the country’s medium-term commitment (37 percent reduction in unabsorbed emissions with respect to BAU scenario), and a 2031-2050 time frame to achieve the country’s longer term mitigation commitment (carbon neutrality).

Relevant context 

Andorra is a small, first world country that has contributed little to global warming, but is threatened significantly by its impacts, particularly due to its mountainous terrain.

Process for developing NDC 

This updated NDC does not mention civil society being part of the process, nor does it mention any workshops or consultations taking place. This revision was crafted modeling the medium and long-term goals laid out in Law 21/2018. Also taken into consideration were the Andorran government’s subsequent strategic commitments incorporated in its National Energy and Fight Against Climate Change Strategy (objective of which is climate neutrality by 2050). This revision does mention that stakeholders in the private and public sectors shall participate the planning process of the next update of the NDC, through the National Energy and Climate Change Commission.

Description of Monitoring and/or Implementation Mechanism 

Law 21/2018 and the National Energy and Fight Against Climate Change Strategy within it provide monitoring and implementation guidance. This Strategy encompasses various programs, with specific mention of mitigation, adaptation, training innovation and technology education, and awareness. The Energy Infrastructure Plan of 2016 and the National Sustainable Mobility Strategy of 2020 are also mentioned as tools for implementing the NDC. Finally, the value of the Business As Usual’s unabsorbed emissions shall be maintained as a reference to help monitor the country’s progress in achieving the commitments in its NDC.

Relevant context 

Andorra is a developing country heavily reliant on the tourism sector. Andorra’s mitigation efforts concentrate on the energy and waste sectors; noting, climate change could make the country vulnerable to side-effects on health, natural hazards, production of hydropower, agriculture, biodiversity.

Process for developing NDC 

Engagement began with the production of the First biannual report of Andorra to the United Nations Framework Convention on Climate Change in 2014. The focus is on reducing GHG emissions in line with elements of the Business as Usual 2030 plan.
