Process for developing NDC

The process of reviewing and updating the NDC was led by the General Directorate of Climate Change Adaptation and Mitigation under the Minister of Popular Power for Ecosocialism. This involved various sectors and institutions, as well as the Substantive General Directorates for the collective construction of the NDC.

Description of Monitoring and/or Implementation Mechanism

A national mitigation plan in conjunction with an adaptation plan are proposed under Venezuela’s economic and social development plan.

Venezuela’s Updated NDC incorporates elements related to gender and equity. Gender is identified as a sector that the NDC focuses on, and the document discusses how the political participation of women in the country become more prevalent due to the increased number of women in institutional positions, ministries and collective organizations. There is increased participation of women in these areas at the regional level.

The section on gender also summarizes the actions and programs related to adaptation. These include the Conuqueras Women program, which aims to include women in the productive agri-food sector and use women’s ancestral knowledge as a basis for gender equity and equality related to agriculture.

Another program focuses on reducing vulnerability and increasing the resilience of women in rural areas. Sustainable and gender-sensitive socio-productive strategies will be implemented in Merida, Trujillo and Portuguesa. These will include trainings that recognize women’s knowledge and rights, and develop their leadership and oversight in relation to managing gender-sensitive agroclimatic risks.

The Ministry of Popular Power for University Education in Science and Technology have funded many projects involving climate change. Also, the National Institute for Meteorology and Hydrology are put in place to track changes in these sectors over time in accordance with NDC contributions.
