Gender is briefly mentioned when discussing mitigation and adaptation. Under mitigation, the National Climate Change Policy 2012-2017, which outlines policy directives and strategies, mentions that the government shall “integrate gender analysis and gender considerations in planning ad implementation of mitigation actions.” Likewise, when discussing financing needs for adaptation,  the government is to “undertake gender analysis and integrate gender considerations as part of vulnerability and disaster risk assessments as well as adaptation actions. Inclusive participation of women and youth should be actively encouraged at all levels in order to build the capacity of vulnerable groups.”
