Relevant context 

This updated NDC was submitted by Germany and the European Commission on behalf of the European Union and its 27 Member States.

Process for developing NDC 

This updated submission is characterized as an enhanced NDC that applies to all EU Member States. The enhanced NDC is based on an extensive impact assessment and stakeholder input, which was collected through public consultation. An online consultation was conducted from March to June 2020, wherein all citizens and stakeholders were invited to submit their views on "the desired ambition level of climate and energy policies, necessary actions in different sectors and specific policy design to increase climate ambition by 2030."

Description of Monitoring and/or Implementation Mechanism 

There are several pieces of legislation and implementation measures at the EU level and in its Member States that may contribute to the emissions reductions required to meet the NDC targets. Regulation (EU) 2018/1999 includes an enhanced governance system related to integrated planning, reporting and monitoring in climate and energy policy with respect to climate and energy targets and provisions for multi-level public participation and consultations to be held by Member States to prepare the integrated national energy and climate plans that implement their policy targets up to 2030.

The EU has also adopted legislation that are relevant to the implementation its initial NDC, particularly the minimum 40 percent emissions reduction target. Moreover, other legislation has been strengthened to aid in achieving this target, which include the following:

  • Directives (EU) 2018/2001 and 2018/2002, regarding renewable energy and energy efficiency,
  • Directive (EU) 2018/844, regarding the energy performance of buildings,
  • Regulations (EU) 2019/631 and (EU) 2019/1242, which sets CO2 emission standards for new passenger cars, light commercial and heavy-duty vehicles,
  • Directive (EU) 2019/1161, on the promotion of clean and energy-efficient road transport vehicles;
  • Directives (EU) 2018/850, 2018/851 and (EU) 2018/85, on improving waste management and advancing a more circular economy, and
  • Regulation (EU) No 517/2014, on reducing fluorinated greenhouse gases in the EU.
Summary of gender reference 

Gender is broadly mentioned in this document, both times to provide context for the NDC.

First, the NDC briefly references Council Conclusions 19 December 2019, 15272/19, which recognizes the crucial role of nature-based solutions in solving global challenges such as poverty, hunger, health, gender inequality, disaster risk reduction, and climate change, among others.

Gender is also mentioned in the annex providing more information to help facilitate clarity, transparency, and understanding, the section on contextual matters for the NDC. Here, the EU highlighted its “commitment to gender equality, as articulated in the European Pact on Gender Equality,” and the integration of human rights and gender equality dimensions by Member States into their national plans and strategies, under the EU Energy Union Governance Regulations.

Analysis of Original NDC

Relevant context 

The 28 Member States of the European Union submitted an NDC on behalf of Latvia and the European Commission. They are committed to the agreement from the Paris Conference in December 2015 in line with the below 2°C objective. The main sectors under coverage for the EU’s NDC are energy, industrial processes and product use, agriculture, waste, and, land use, land-use change and forestry (set out in Decision 529/2013/EU).

Process for developing NDC 

The NDC has been prepared through consultation and dialogue with the Government’s Advisory and Technical Committees, which include a range of stakeholders including line ministries, Planning Commission, technical departments, professionals, experts, and the private sector.

The EU and its Member States note a commitment to a binding target of an at least 40% domestic reduction in GHGs by 2030 compared to 1990, to be fulfilled jointly, as set out in the conclusions by the European Council of October 2014.

Policy on how to include Land Use, Land Use Change and Forestry into the 2030 greenhouse gas mitigation framework will be established as soon as technical conditions allow and in any case before 2020.
