Le processus d'élaboration de cette CDN a inclus la participation des parties prenantes par le biais de consultations en personne et virtuelles, pendant la pandémie de COVID-19. Ces consultations se sont appuyées sur la " NDC sud-africaine actualisée, lancée par le Comité national sur le changement climatique, puis présentée à la Commission présidentielle sur le climat, ainsi que sur les parties prenantes du monde des affaires, des syndicats et de la société civile, y compris les groupes de femmes et de jeunes. ”

Le genre est mentionné à plusieurs reprises dans la NDC de l'Afrique du Sud. Le processus d'élaboration de la NDC comprenait des consultations des parties prenantes, qui ont été menées de manière accessible et sensible au genre. L’Afrique du Sud est un pays en développement vulnérable aux effets néfastes du changement climatique.

Processus pour developer la CDN

Le processus d’élaboration des CDN de l’Afrique du Sud se fonde sur la politique nationale de réponse au changement climatique (NCCRP, de l’anglais National Climate Change Response Policy) et le plan national de développement, et sera mis en œuvre avec l’appui des secteurs de l’énergie et de l’industrie conformément aux plans d’action et à la législation applicables aux engagements énoncés dans le volet d’adaptation des CDN.

Résumé de la référence à la dimension de genre

Une stratégie et un plan nationaux d’adaptation au changement climatique sont en cours d’élaboration. Ceux-ci seront intégrés à l’ensemble des plans sectoriels pertinents et constitueront le fondement du plan national d’adaptation (PNA) au titre de la CCNUCC. Le plan est éclairé par une évaluation des vulnérabilités sectorielles, intersectorielles et géographiques face au changement climatique. Il permettra de quantifier et d’identifier les mesures qui faciliteront la transition vers une économie et une société à faibles émissions de carbone et à l'épreuve du changement climatique, en accordant une importance particulière aux connaissances des communautés locales et des peuples autochtones, à la problématique hommes-femmes et aux répercussions sur le plan social, économique et environnemental.
