Process for developing NDC 

A team of technical experts prepared the NDC in 2020. This team estimated the emission levels for 2030 by “identifying policies and measures which have a very high chance of being implemented.” As a basis, “the policies and measures included in the Third National Communication were analyzed, and the impacts and other information updated.” Moreover, the country’s national sectoral strategies and action plans were reviewed to identify any additional measures that should be taken into account in the NDC.

Various stakeholders were consulted on questions of implementation. These included the Ministry of Ecology, Spatial Planning and Urbanism, Ministry of Capital Investments, Ministry of Agriculture, Forestry and Waters, Ministry of Finance, the Environmental Protection Agency, Hydrometeorological Institute and the State Statistical Office. An impact assessment on gender equality and vulnerable groups was also conducted when preparing this NDC.

Description of Monitoring and/or Implementation Mechanism 

Instead of one mechanism identified for monitoring or implementation, a significant amount of policies and measures were considered in the updated NDC. These include the following:

  • Ecological refurbishment of Pljevlja Thermoelectric Power Plant (TPP)
  • Carbon pricing for TPP
  • New renewable power plants
  • District heating in Pljevlja
  • Financial incentives for citizens/private households (for energy efficiency investments)
  • Energy labelling and eco-design requirements for energy-related products
  • Establishment and implementation of EE criteria in public tendering
  • Implementation of energy efficiency measures in public municipal companies
  • Development of transmission and distribution power network (decrease of losses)
  • Refurbishment of small hydroelectric power plants (increased EE)
  • Electric cars
  • Financial incentives for electric, plug-in hybrid and full hybrid vehicles, both for citizens and companies/entrepreneurs
  • Uniprom KAP: electrolysis cell replacement and overhaul (2020–2024) and ETS (2025–2030)
  • Reduction of HFCs in line with the Act Acknowledging Amendments to the Montreal Protocol
  • Reduction of bio-waste within municipal waste
  • Increase of connection rate to the sewerage system (target 93 percent by 2035)
Summary of gender reference 

Gender is mentioned briefly in relation to the preparation of the NDC update. An impact assessment on gender equality and vulnerable groups was conducted, which showed that gender is being taken into account in several laws and strategies. It also found that “the institutional capacity to address the various forms of vulnerability” is needed, and that women’s participation in finding/implementing climate change solutions still needs to be addressed further.

Planning process of the NDC included the review of available data and modeling work applicable to greenhouse gas reduction pathway as well as consultations with government stakeholders, operators of key installations as well as with the public.
